SJR 27                                                                       
Representative Murkowski brought up reconsideration of the vote on             
HCS SJR 27(FIN)(fld H), which had been held until April 27, 2000,              
(page 3524), and extended to today due to cancellation of yesterday's          
session.                                                                       
                                                                               
The following was again before the House in third reading:                     
                                                                               
HOUSE CS FOR SENATE JOINT RESOLUTION NO. 27(FIN)                              
Proposing amendments to the Constitution of the State of Alaska               
relating to revisions of the state constitution and providing that a           
court may not change language of a proposed constitutional                     
amendment or revision.                                                         
                                                                               
                                                                               
Representative Murkowski moved and asked unanimous consent that                
HCS SJR 27(FIN) be returned to second reading for the specific                 
purpose of considering Amendment No. 1.  There being no objection,             
it was so ordered.

	Insert "An amendment is a change that is limited to one subject             
and may affect more than one constitutional provision."                      
                                                                               
Page 2, lines 1 - 3:                                                           
	Delete all material and insert:                                               
	"Section 5.  Changing Constitutional Proposal Prohibited.                   
A court may not alter or change the language of an amendment to               
this constitution proposed by the legislature, or of an amendment              
or revision to this constitution proposed by a constitutional                  
convention."                                                                   
                                                                               
Representative Murkowski moved and asked unanimous consent that                
Amendment No. 1 be adopted.                                                    
                                                                               
Representative Croft objected.                                                 
                                                                               
Amendment to Amendment No. 1 was offered  by Representative Croft:              
                                                                               
Under Page 1, lines 13 and 14:                                                 
	Delete "is a change that"                                                 
                                                                               
Representative Croft moved and asked unanimous consent that                    
Amendment to Amendment No. 1 be adopted.  There being no                       
objection, it was so ordered.
